CORONAVIRUS: Council updates and resources

As the global situation with Coronavirus (COVID-19) continues to develop, Ballina Shire Council is taking all necessary precautions to keep the community and our staff safe.

Although Ballina Shire Council is not the authority on public health matters, we urge our community to stay up to date and follow accurate public health information to contain this virus:

There may be some changes to the way we currently operate, but we are still here for you: 

  • Our Customer Service Centre at 40 Cherry Street Ballina, remains open for services that cannot be done online
  • To contact us online email council@ballina.nsw.gov.au or telephone us 1300 864 444 from 8.15am to 4.30pm (Mon-Fri). 
  • To protect the health of our frontline staff, if you are feeling unwell, we ask that you stay at home and contact us via email or telephone. 

Changes to Council services and operations

  • Ballina Byron Gateway Airport
    Passengers with existing bookings should check with their airline regarding any flight updates and rescheduling.
    Extra measures being introduced at the airport include: 
    -  Access to the Airport Terminal will be reserved for passengers only, except where passengers require ‘Special Assistance’.
    -  Terminal hours have been reduced. The terminal will now open one hour before the first flight departure of the day and close half-an-hour after the last departure. These hours will be reviewed in line with flight schedules.

  • Ballina Waste Management Centre
    Council's Waste Centre is open and opening hours have not changed. However, the Weighbridge is only accepting card payments for waste disposal. For more information see the Waste Management Centre webpage
     
  • Lifeguard Services
    Surf Life Saving NSW has ceased volunteer beach patrols.

  • Council Meetings and Deputations
    Council meetings will be closed to the public as meeting attendance is limited to 10 people. Our meetings are live-streamed and recorded, to view visit ballina.nsw.gov.au/agendas-and-minutes. Council can hear meeting deputations via video conferencing by prior arrangement. 
     
  • Richmond Tweed Regional Libraries (RTRL)
    Libraries Alstonville, Ballina and Lennox Head are closed, but they are offering expanded services through Click and Collect from 1 June 2020. There will be a staged physical reopening of the Libraries to the public from 1 July 2020. For more information on the services available go to library's Click and Collection webpage

  • Flat Rock Tent Park
    The Flat Rock Tent Park will be closed until the end of May 2020. Bookings up to 31 May will be provided with a full refund or credit to another booking.

  • Development Applications - Meetings with Duty Planners
    We have ceased face-to-face contact with our duty officers and community members. During this time, we encourage DAs to be lodged electronically. DAs currently under assessment can be tracked via DAs Online

All other Ballina Shire Council services remain unchanged. Updates will be provided if and when there are changes to our operations.  


Water transmission

There is no evidence that COVID-19 can spread through the use of pools and hot tubs. Proper operation, maintenance and disinfection of pools and hot tubs should remove or inactivate the virus that causes COVID-19. Similarly, COVID-19 has not been detected in drinking water and conventional water treatment methods used by the Council, such as disinfection and filtration inactivate the virus that causes COVID-19.

Supermarket deliveries

The NSW State Government has made changes to the State Environmental Planning Policy to allow supermarkets to receive deliveries 24 hours a day to restock their shelves. These new rules apply immediately and will be kept in place until the crisis is over.


Business Support and Assistance

Ballina Business Connect

To promote social distancing for our residents and support Ballina Shire businesses, Council is coordinating Ballina Business Connect. This service will enable residents to obtain staple household items from local businesses without leave home.

Ballina Business Support Package

Ballina Council has announced a relief package to help support local businesses and jobs during the COVID-19 crisis. The estimated $800,000 package includes waiving some fees, commercial rent relief, facility refunds and reducing the overdue rates and charges interest rate to 0% for 15 months.

Business resources for your staff and customers

If you are a local business there are some helpful resources, such as posters and information/educational material, to inform your customers and staff:

NSW Government Small Business Support Fund 

Small businesses can apply for grants up to $10,000 under the NSW Government's $750 million Small Business Support Fund. The application process has been made easier to provide businesses with some cash-flow as soon as possible. 

Eligible businesses will need to:

  • Have between 1-19 employees and a turnover of more than $75,000;
  • A payroll below the NSW Government 2019-20 payroll tax threshold of $900,000;
  • Have an Australian Business Number as at 1 March 2020, be based in NSW and employ staff as at 1 March 2020;
  • Be highly impacted by the Public Health (COVID-19 Restrictions on Gathering and Movement) Order 2020 issued on 30 March 2020;
  • Use the funding for unavoidable business costs such as utilities, overheads, legal costs and financial advice;
  • Provide appropriate documentation upon application. 

Applications for a small business grant of up to $10,000 will be available through Service NSW within a fortnight and remain open until 1 June 2020.

Australian Government Economic Response to Coronavirus

The Australian Government's support for affected workers, businesses and the broader community.

NBN Co Australia Relief Package

To help internet providers to support customers affected by the COVID-19 pandemic, NBN is establishing a $150 million financial relief and assistance fund.
