Kingsford Smith Reserve is one of Ballina’s major sporting and recreation precincts. It includes:
Some of the facilities in Kingsford Smith Reserve are ageing and need to be replaced or renovated to bring them up to current accessibility or inclusivity standards and to better match community needs.
Ballina Shire Council has received $3.6 million in funding as part of an election commitment from The Hon. Ben Franklin and the NSW Office of Sport to upgrade some facilities at Kingsford Smith Park to meet the requirements of a regional sporting facility.
To ensure that the funded upgrades address the needs of stakeholders and are consistent with a long-term community vision for the broader precinct Council has engaged a consultant, Urbis, to prepare a Draft Kingsford Smith Reserve Master Plan (21mb pdf).
This draft plan outlines the following vision for Kingsford Smith Reserve: "The recreational heart of the Ballina Region, where the community comes together to meet and play by the river".
Click on the map below for an overview of the major items proposed for the precinct.
Draft concept designs have also been prepared for the three individual parks (Kingsford Smith Park, Commemoration Park and Missingham Park). Click on one of the park areas below to learn more about the top priorities for each part of the reserve.
The first stage of works in Kingsford Smith Park, funded by the NSW Office of Sport, is specifically to improve and upgrade sporting facilities. These works include:
All future stages of work identified in the draft Master Plan are currently unfunded. However, the Draft Master Plan will support Council to work with community groups and Government to attract additional funding for other projects identified in the plan.
Community consultation has informed the development of the Kingsford Smith Reserve Draft Master Plan. Council conducted a community survey and held stakeholder meetings with sporting and other community groups in June 2021.
The Draft Master Plan was placed on exhibition from Tuesday 17 August to Tuesday 14 September. Council is now considering submissions received during the public exhibition period and and will present the results at a future Council meeting.
For enquiries contact Ballina Shire Council's Strategic Planning team on 1300 864 444 or email firstname.lastname@example.org
Now that the exhibition period has closed, we will collate your submissions, modify the draft master plan to best address any issues raised and present them at a future Council meeting.
As part of the master planning process the following steps will be undertaken to progress the master plan to the first stage of delivery:
