All skin penetration, beauty, hairdressing and barber, tattoo, and skin penetration businesses are required to be registered with Council.
If you are purchasing a currently registered business, you will need to update the owner details of the current registration by completing a registration form.

Skin penetration is any procedure (whether medical or not) that penetrates the skin and is carried out by people who are not registered as health professionals. This includes but is not limited to hair removal (by wax or electrolysis), acupuncture, tattooing, ear and body piercing, colonic lavage, cuticle cutting, waxing, electrolysis, semi-permanent make-up and any beauty treatment which involves the deliberate penetration or removal of the skin.
Infection control procedures must be implemented to protect the health of the client and the operator.
Skin penetration activities are regulated under the Public Health Act 2010 and Public Health Regulation 2022. The legislation:
• specifies procedures to prevent the spread of disease
• requires operators to be registered with the local council
• gives powers to authorised officers to carry out inspections and take action to gain compliance.
Hairdressing and barber activities are not considered to be skin penetration procedures. However, they still carry a risk of skin penetration, so knowledge about infection control and minimum hygiene standards is required to keep both clients and hairdressers safe from infection.
The standards for hairdresser and barber shops are provided under the Local Government Act 1993 and Local Government (General) Regulation 2021.
Council Environmental Health Officers conduct routine inspections of beauty, hairdressing and skin penetration premises at any reasonable time to ensure they are being operated and maintained appropriately in compliance with health and safety regulations.
Complaints received regarding skin penetration premises will be investigated by Council’s environmental health officers.
