Public Swimming Pools and Spas

The Public Health Act 2010 and Public Health Regulation 2022 regulates the public health risk associated with public swimming and spa pools. 

All public swimming and spa pools as defined under the Public Health Act must notify and be registered on Council’s Public Swimming Pool and Spa Pool Register prior to use. Such pools include those to which the public is admitted to whether free of charge, on payment or otherwise. These include but are not limited to those at a motel, guest house, gym, learn to swim or a pool situated at private residential premises, but only if that pool is used for commercial purposes.

Registration can be carried out by contacting Council's Public and Environmental Health Section on 02 6686 1210.

Public pools and spa pools must comply with the prescribed operating requirements under Schedule 1 of the Regulation. This includes the need for all pools to be fitted with  an automated or a continuous metered disinfectant dosing system and be disinfected with chlorine or bromine.

During the warmer months of November through to March Council's Environmental Health Officers carry out the Public Swimming Pool and Spa Pool Monitoring Program. The Program involves the on-site monitoring of various water quality parameters such as pH, alkalinity, free and total chlorine along with the collection and analysis of microbiological water samples to ensure compliance with the Public Health legislation.
